MANILA, Philippines - Charter change will be among the priorities of incoming Senate President Aquilino "Koko" Pimentel III, consistent with the plan of President Duterte to shift the form of government to federalism.

He would initiate moves to amend the Constitution through a constitutional convention (con-con) by filing a bill for this purpose at the start of the 17th Congress, Pimentel said.

“The plan is to start the ball rolling for the shift to a federal system. As far as the legislators are concerned, a bill calling for a con-con must be filed,” he added.

President Duterte and his PDP-Laban Party are advocating federalism.

He would welcome an anti-political dynasty bill, which he said is connected to the shift to federalism. Pimentel, head of PDP-Laban said.

“That is one objection against federalism, that it might strengthen the regional warlords or political powers,” he added.
